Waluigi is the actual evil half of the Wario Bros. team. Waluigi really doesn't have any Master Plans or anything, he's just twisted. Sometimes he's just greedy and wants to make a lot of money, sometimes he feels like blowing up the world and cackling amid the ashes. You know, it's all good... Fortunately, Waluigi is also as dumb as a rock, so I don't think we have anything to fear from him.

Even though Mario and Luigi talk with Brooklyn accents, Waluigi and Wario talk in outrageous Italian accents because... well, heck, it's just funny, you know?
