Do I suck? How do I suck less?

Don't spare my feelings any.
If the answer is yes, what exactly am I doing wrong and how might I fix it? Apart from the left eye, which I only just noticed was higher up than the right like 5 seconds ago (derp).

Let's see... the legs are too simplified. You simply drew the pants. Woman have hips. Make the hips wider.
You have two lines on the neck. It's unnecessary. The ear needs more detail. The hands are too small. A open hand is about the size of the face.
The left side of the face needs to be reduced more. How can I describe it... You need to look at more pictures or a mirror to see what I mean...

Since you've got a cartoony drawing style, anatomical correctness isn't a goal of yours (I'm guessing), and there's really no way of saying you're doing anything "wrong." You don't have an unappealing style at all. Just personally, I think you might try coloring your work digitally; that might give it more polish. And since you have simple line work, keep the colors simple as well!

Normally I would be in 100% agreement with El Cid on this, he makes a lot of sense and if that's what you're going for you should follow his advice... but for once I'm going to be a little more like Jillyfoo.
I'm going to review this as it was supposed to be more realistic:
 
The biggest problem here is that the figure is too top heavy- the head is way too big for a start. It should be half that size. Also, the shoulders are too wide in proportion to the hips for a woman.
 
Make the hips the same width as the shoulders, but keep the waste the same as it is now so there'll be a taper in from the wider hips to the current waste size. Then taper the legs down from the hips.
 
You don't have to be detailed about thigh and calf muscles because she's wearing pants, but looking at the real shapes of those things and drawing them will make her pants more realistic when you draw them over the top.
 
Your next problem is her left arm (holding the bag). The forearm and hand are suppose to be almost the exact same length as the upper arm and shoulder; her forearm is too short.
Hands (and fingers at full extension) should be about 3/4 of the length of the forearm and about the same as the length of the face from the chin to the eyebrows.
The wrist holding the bag is at a bit of an awkward angle, but the hand is a pretty decent shape.
You have the length of her right arm about right.
 
Her legs should be a little bit longer.
With her feet, they look a little clumpy, but have mostly the right sort of shape. The front-on one looks convincing. Usually they get much thinner toward the toe though.
 
For the face- as a general rule heads are twice the height of the face (from the eyes down). The eyes are the centreline. Then the nose takes up a third of the space between the eyebrows and chin, maybe more. Then you decide where the mouth goes between the chin and the nose- normally there's more space bellow than above... it just depends how gig you want the chin to be- and of course you have to decide how high you want the eyebrows...
Ears are usually the same length as the nose, with the top in line with the eyebrows and the bottom in line with the base of the nose.
Eyes have corners- a point near the nose where the tear-ducts live and a point on the outside where there's a visible fold for the eyelid. Her eyes are too rounded. Also, the eye has a small pupil, coloured iris, and off-white sclera. The lady only has pupil and sclera.
A mouth can just be a line, but lips have a pretty defined shape and colour and a deep shadow below the bottom one. Mouths a worth looking into... just watch out for bad breath, hahaha ^_^
 
The boobs are a good shape.
 
Hair normally looks better when it bulks up a bit bigger than the head, unless your going for a specific style that is flat, plastered against the skull (like wet hair, crew cuts, tight little curls, shaved, 1920's Josephine Baker style etc.).
 
The bag should probably be twisted more flat against her side that facing forward like it is, so you should see a bit of the right edge of it.

OK, that's advice that'll make you draw mere realistically.
As it is though you've god a decent characterisation. It looks like a woman from 25-35, possibly a mother. She's nervous or wary.
Your biggest problem areas are the shape and proportion of that left arm, the width of the hips, and the shape of her face and hair.
You could get by easily, even in a cartoony stylised way, just by fixing those.
