In image 1 there's a very large full color/wordless comic page for you to save.
+You'll notice is the entire image is just color with no lineart or outlines on it.
+Open it up in your image editor w/ tablet
+Create a new layer on 'Normal'
+Then using a pressure sensitive brush start giving it some outlines and shading :)
+Go crazy with it, experiment with different brushes, give them tatoos, use the fill bucket(looks cool!) anything. It's just practice after all.

Other things to do:
+Select newlayer>set to screen mode. Then use a soft edge brush set on white or yellow to give a reflected glow. Try it on eyes and the dome building, or create smoke with it using the smudge tool.
+select new layer>set to multiply. use the eyedropper tool to pick up colors and then soft brush over the shading making it deeper.
+Add colors you'd normally never try and see the result on 'color burn' mode.
P.S. if you're wondering why that image is so large it was actually resized an image twice as large. Pro artists work in very high resolutions to get the best printed art quality and it looks good on web resize.
