It's actually true. Especially in densely populated cites, sewer rats have been known to crawl up the pipes and right up into the toilet.
Sewage pipes and toilets contain several air pockets, apparently. This is useful to the rat when they need to catch a breath. I've also heard that rats learn these tricks from one another!
A good reason to keep not only the seat, but the lid down at all times! Not sure what you can do if it comes up while you are sitting there, though.

I took a poo that looked like a rat. It squeeled and everything and when I flushed it it told me it'd be back to kill my firstborn. Ah, memories.
