God, I kept looking for that Halo theme when I was making that playlist. But I couldn't find it.* (All of those songs were downloaded for free off random sites that I googled). Hell, it was hard enough finding a few of those tracks. (I originally found a midi version of True on VGmusic.com and it took me around two hours to find an MP3 version).

Both the two Shenmue soundtracks have some of the best music seen in a video game (favorite tracks Come to Bob's Pizza and The Spot), as does Jesper Kyd soundtrack for Hitman: Blood Money (favorite tracks "Club Heaven" and "Funeral").
Jet Set Radio has a pretty funky soundtrack, like "I Love Love You" and "Sweet Soul Brother" but the best of all is Katamari Damacy's (I love the song Angel Flavor's Present). Sonic Adventure has some good tracks too, like the main theme for E-102.

I have to say, Katamari Damacy has the best music I've ever heard in a game. The Moon and the Prince might be my favorite. :) I Love Katamari has some good songs too, but many of them are just remixes of the original, from what I remember...
I really, really want the Loco Roco music on mp3 too. I have the main theme song and the yellow theme song, but it isn't enough.
Lumines has a few good songs too, but many of them get repetetive. Wipeout Pure has music I enjoy (though I don't have any mp3s of them, I only hear when my bf is playing it). Shadow of the Colossus is almost operatic, much lovelier than Ico's music, which was only meant to provide bits of atmosphere.

I loved the music in the "Oil Ocean" stage of Sonic the Hedgehog 2. The music in the "high hills"(?) stage (can't remember the name) was great too.
The fight music in Shining Force 2 and 3 was pretty good...

I loved the music that plays during firefights in FarCry: Instincts. Makes you really want to run into a camp full of armed mercenaries, and die.
5 out of 6 Space Marines Agree, Impulse 101 is, "the shit".

I have to admit, the Metal Gear Solid theme totally kicks ass.
Also, I pretty much like anything Nobuo Uematsu cranks out, except for a few.
Guitar Hero has an awesome soundtrack, but I'm not sure if that counts(seeing as how it really isn't video game music.)
Also, I love Koichi Sugiyama's work on the Dragon Quest games.
Super Mario Bros. theme FTW.

And We "Heart" Katamari has better music than the original. Though they are both toe-tappingly fun.

Alot of old games have great music. Batman, Castlevania, Sonic...beeps and boops are just cool. Halo has extremely good music, I always credit the game for atleast that, since I don't like it. But..I would have to say Donkey Kong Country 2 has the best. *romantic sigh*

I think that, rather than list aaall the songs, I'll just list the games with some notes.
At the top of the list is Xenogears, particularly the semi-Celtic arranged version that Yasunori Mitsuda did in an album called Creid....not to be confused with with the terrible band. I also really like the stuff he did for Chrono Trigger, Chrono Cross, and Xenosaga. Actually, I liked most of the music for the Xenosaga series, even when they switched composers. But then, the composers they got later did the soundtrack for .hack which, while it is a terrible anime, had some great music.
On par with that would be Nobuo Uematsu, of course. I particularly like some of the tracts from ff6, ff7, ff10, and Tactics. Terra's theme for the win! Actually, I once found a 20 minute long segmet of fully orchestrated and sung exherpts from the opera in 6. It was beautiful.
The music behind Ico is really good- it's just a pity that it was underutilized. But then, it was a very subtle, soft game.
Yeah, Katamari Damacy has a wonderful flare. So very off-beat, but uplifting!
Kingdom Hearts also had some good stuff, particularly Passion.
I suppose I'll throw some of the music from Disgaea and Phantom Brave on the top of all that, just because. Specifically the vocal renditions.
