Well, in a nutshell:
I need tones. However, I'm having a horrid time finding tones usable on Photoshop Elements. Yes, I use Elements. No, I can't upgrade. (I'm a poor almost-15 year old with no job.) Would anyone like to provide some links? I'd greatly appreciate it. <33

I may be able to provide you with some tones, both from various links and also by me.
heck, I can even custom-make some for you if you like.

I just have a question... does photoshop elements use .Abr formant for brushes and the like?

and also .pat format for patterns?

and lastly.. what kind of tones are you looking for? background tones (as in sky, buildings, etc), or tones like flower, etc..

Wellp, thus far what I've been doing is to make backgrounds either by hand, (sketch, ink, play with brushes, etc), or google the appropriate photos and edit them so they'd fit the panel. Bah, I'm horrid at explaining things, I'm so sorry. >_<''

whoo, not bad pages there at all. :)

alright, I have a good idea of what you can or might use... so I'll whip up some background Brushes for you, plus some texture clothing patterns.

yeah, I know what you mean about the pictures and tones thing.. I used to do that same thing myself, and man it was so diffcult to do that method.. that's why I started learning how to make my own brushes and backgrounds... (it's actually easier to learn how to make your own brushes and stuff than you think).

it's an community where users share the brushes they made and stuff for various adobe progams, even yours.

some are so-so, but a lot of them are pretty good. Here's my favortive brushes that I've used:

that background brush set is nice though.. a little bit pixelly, but ah well. it's all pretty much gerenic-looking backgrounds there that you can use. you can't even tell which games I used to rip from... (actually I forgot most of the dating sims I played. =\)

Photoshop elements will not help you at all. I have it, and it's a pain to use. Why don't you try Manga Studio? It has like... 3000 tones on it or something. I have the debut version, and it's awesome :D

Sides, I actually work rather well with my Elements. :3 Only downside is the fact that brushmakers hate it. :B'' Since I've never experienced anything better, that makes sense, I guess....
