Quick question: maybe I missed the answer located somewhere else, but how is the winner for each category decided? Is it by another DD-wide vote like how the nominations themselves went or is there some grand high panel of choosing?

Well, Gunnerkrigg Court sort of has a macabre air to it, which people may have connected with "noir". And some comics simply don't fit properly into just one genre, I guess.
