So I've got a small fan base so I have somewhat steady viewership, though I'm looking to try and increase my views per day, and viewership.
So as of yet I have done nothing to work on this, and advertising and getting publicity aren't my forte, so I'm asking for some advice on places that might work to begin with. Free places are a plus, though I'm not against spending a little cash to advertise either.

Finding people who have Project Wonderful ad spaces are a good way to advertise your comic, and sometimes the space costs money.
Frequent this forum, and if possible comment in threads that you are able to include your comic in your reply (such as advertise your comic after commenting on someone else's). Being a familiar face can bring in more views as well. Hanging around and being somewhat memorable will make possible readers interested at looking at your comic, and if they like the comic, they may come back.
So in general: Find ad space for sale (free or not), catch our interest in the forums, and what the future repliers to this thread have to say.

With PW, if you bid on free ads, it's a mazimum of 2 days that yours will be shown (if you're not outbid) so that no one "hogs up" the free ones. You can probably run a campaign that automatically bids on all free ads meeting your criteria. However, I find that I don't really get any hits from ads unless I'm bidding on sites with 10,000+ pageviews/day. Which is never free.
Some free stuff:
As far as DD goes, being active on the forums and commenting on other people's comics help. Same with other forums- post on a few of 'em, let people get to know you, and they'll start checkin' out your comic.
You can also add your comic to some of the many webcomic lists sites, too. A google search will bring 'em up. I do best with TWCL and TWC, although every now and again I'll get a handful from Belfry.
You can do a banner exchange with folks that have comics similar to yours.
Etc. Ad Nauseum. You get the idea. Check out the "How do you make people read your comics?" thread for a more extensive bucket of opinions.

I love PW, but it's somewhat addictive. I say play around and find comics with a similar content to yours (ie. if they're already reading comic x, maybe they'll like yours too because it's aimed at the same audience) Of course with experimentation, I've had comics quite different than mine still give me good returns. And the nice thing is you can cancel your ads easily so if you think after an hour or so that it's just not doing anything for you, pull it and don't waste your money.
I've never really tried bidding on free ads, I find you get what you pay for.

Something to consider is the position of the ads on the page.
I have seen some really cheap adds on popular sites only to realise you had to scroll down about a million miles beyond anything worth reading to notice them, so they were effectively worthless.

I got this moronic idea to advertise through a torrent... I put together a torrent of an artist's discography and in every song's tags I added the url for my comic.
I'm a guerilla advertiser, man.
I seriously doubt it got me many hits if any at all... and in fact, I don't even know why I'm adding this here.

It costs $50, but I advertised there fpr a week and the first day had 44,000+ vies. And once it weeded out the loyal readers from the idle curious, I had more than doubled my daily views per day.

I, too, go the project wonderful route. Though the duck requires you have 30 pages before you can put up ad space and I recently wiped my archive to stat over.
In the end though, you find out though the duck or through the PW website which comics here have ad space for you. Then bid on the ones that are similar in either art style or genre.
Then anyone who genuinely likes your comic will come back, it'll permanently increase you readership ^-^ Mine tripled! Though I did have to spend some money to do it.
