Could anyone recommend the best sites for writers to submit their writings and getting feedbacks from readers?

Well, yes. Especially where poetry and prose are involved. I mean, have you tried taking the time to read somebody's thirty-page first draft of their novella on DA, especially when it's in microscopic black font against that weird olive-green background? (Now, I haven't tried reading anything on there since the redesign, so I could be talking total bullhockey here, but still. It's the principle of the thing!)

Thanks for the recommendation. Besides forum and deviantart, is there other (non forum) websites that allows user to post their writings and getting feedbacks?

Well, a great place is http://www.fictionpress.com/ (Fictionpress.com)
It is set up in a simple way, the people there are friendly, and you can get attention by being good. The best way to get noticed is to review others and build up a fanbase.
There's also http://english.unitecnology.ac.nz/writers/ [english.unitecnology.ac.nz] (Writers' Window), which is more tame and a bit more clique-ish than Fiction Press. I haven't been on in a while, but I remember having trouble getting anyone to read my story. It has fun things you can do, like Continuous Stories and suchlike. (Be prepared to mix with children, however.)
There are also a few forums geared towards writing. I can't remember names at the moment, but if you Google something along the lines you're looking for, something is bound to pop up.
