Techniqually, Yoot Tower.
This was the spiritual sequel to Sim Tower (Same dude). And oh man is it good. I just downloaded it (from Home of the Underdogs, the game is now abadonware) and played it right away to notice, Yoot Tower excedes everything Sim Tower did. Maybe there will never be a sequel to Sim Tower (not under EA's rule. More Sims, bitch.) but this fills the gap.
