In the Gimp, I think a filter called Motion Blur is what I'd try using. But I'd have the characters on two layers (same exact images on two layers), and motion blur the ones on the layer below. Either that or use the smudge tool.

Photoshop has the same abilities. Nothing that couldn't have been figured out with some good old-fashioned poking around.
