Now is it just me or did the ability to Moderate our Comic Forums go away?

I was interested in moving some comments from my announcement column to a newly created thread and then lock the "Announcements" so people don't comment there by accident. However the controls that used to be there (Move, split, close/open, etc) are no longer available to me.

Is there a reason for this or am I just looking in the wrong places to find the controls?
