I want to know how to color line art with basic art programs

I'm wondering how with line art to scan it into thee computer and color it my backgound has a bunch of multicolred pixels making it hard to color

With the GIMP, PS, paint.net, PSP, and virtually every other raster editor, you can always de-saturate the image and then use the levels or curves tool to make the background completely white. Since I don't know what you're using, you might need to do some searching to find out how to access those tools on your specific program.

If you are using photoshop do the following.
"File>Import>Wia "
"Custom Settings"
"600 DPI"
"Black and White"
"Scan"
Then colour on the layer above the lineart with the layer settings set to "Multiply".
