I need some fresh eyes to find the issue...

It's still in the sketch/pencil phase and there is something off but I can't tell what it is...I thought some fresh eyes would help.

(note: none of the clothes are see-through...you can still see the body lines because I draw the body outline then draw the clothes on top of that...)

It looks nice, but since you asked for what you might be missing...

Generally the image seems really 'top heavy'- there's lots of interesting things and detail until about her waist, then the image tapers down to basically nothing and is visually boring. Not sure how in-progress the image is or if you have other visual elements planned, but just a heads up that the bottom of the image needs something to balance. FTI "Standing there" is one of the more boring poses out there, usually because of the legs.

She seems to have no real hip structure. The pelvis is a big bone (about as big as a person's head) and there's not enough room for it there. She's not tall enough in the hip area (her crotch should be lower) and her hips should have more of a smooth curve than the sharp one you've done. I suspect you did that to try and show her tilting her hip, but it doesn't work because her opposing hip (with her hand on) seems to have vanished. Try making her bottom half more off-center (if you look at it it just seems like one side is much bigger than the other, rather than being tilted) and change her legs to emphasize the fact that her hips are doing something. Try striking that pose in a mirror a few different ways and see if there's a natural way to stand that looks more interesting. :) Remember she's showing off in the pic but her legs aren't supporting that.

That's a huge improvement! Not saying it was bad before, but it's much more balanced and visually interesting (the stairs add a lot!) plus she looks much more show-offy and sexy. :) I can see the weight in her stance now in her hips and I like the muscle tone you added.

the arms are not long enough.
if she was standing with her arms down at her side the hands wouldn't hit mid thigh as they should. That might be what's off. also the head seems a bit big.

There's my 2 cents.

I have to agree with the arms thing, looking at it. Actually it just seems like her left (our right) isn't long enough. It was when the torso was shorter but now it does look too small. The gun-holding arm seems about right though.

Arms are a bit too short, yes. And the leg on our right looks kind of strange - you have it twisting outward at the hip and thigh, and then the high boot makes it look like it turns back towards us again. Perhaps it would work better if the foot was seen more from the side than it is now?
