How to make Rain with Paintshop.

I know how to make the frames brighter or darker, but I don't know how to make Rain for my Sprite Comic using my Paintshop. Can anyone show me how?

If Paintshop is anything like Photoshop, draw some white spots in a new layer and then use Motion Blur on them.
