On comics pages there's a comment form where you can add your comments. If you can't find it, you're either on the comic homepage, which some comics have, where the index doesn't have a comments form, (You can fix this by pressing latest, and going to whichever comic you wanted to comment on) or they simply removed the comment form. :o
If you mean how to add user comments, when people have added you as a friend, you can add comments to their profile at the bottom of the page.

Actually, you couldn't post comments because your account hadn't been verified yet. You should have gotten a message saying that when you tried to make a comment. I just did that for you now though, so you should be ok.
