The answer was, first you need to find a program like GIMP (which is free) which is capable of making animated gifs. Then you need to do the actual drawing work to make the different 'frames' (each step of the animation needs to be a different frame). Save it as a .gif
If you're having trouble with that, do a google search for "tutorial gimp animated gif" or something for more specific instructions on how to use the software; or "how to make animated gif" for general animation-making tips.
Or you could just find one pre-made on the internet that you like, and use that one. :]
