help finding the right programs to make a flash animation

i have been trying to find the right programs and everything but i just cant seem to find anything that will work. if you have any ideas for me to try i would gladly try them. i am trying to animate my comics but i need the program to do so.

Well, the obvious answer would be adobe flash. There's also Silverlight...

There is a program out there called ToonBoom that's really good, but very pricey.
