Fan art is always a win-win. The fan art creator gets to practice drawing other characters and situations, maybe even switch up style and stretch their imagination, and they often get a few extra hits for their own comic when the fan art recipient shows off their gift. The fan art recipient gets to see their characters drawn in a new style, get a nice ego boost "you like me! You really like me!" and have a fun filler or extra to post when they aren't updating.
The old thread was really fun. (If I wasn't so lazy, I'd dig up the link.) There are no formal procedures to how it has to work. Here are some ways people were doing it that work out well:
1. Just post your fan art here! Fan art you've made for any comic, even people who don't frequent the forums. Put it here for all to see. The fan art recipient/subject is under no obligation to return the favor, but they may choose to do so. -- Other people may see you in the forum and choose to give you fan art, even if your gift wasn't for them (and then you may choose to reciprocate. (It's sort of a "pay it forward" thing.)
2. Look at the others who've posted art here and draw them some fan art. Post it here. By posting in this thread you acknowledge an openness for both receiving and drawing fan art. Do your best to draw as many as you receive, even if not for the same people, and try to draw things for people who have yet to receive fan art.
3. You can always do a 50/50 trade with individuals. Just post that you have some time and would like to trade with someone, and wait for a poster to say "Let's trade! " Or look for posts requesting a trade, and trade with them.
I'm working on some fan art for a few of my favorites, so I'll actually be "joining" the thread in a little while. I just wanted to put this idea out there. I know some people are making fan art anyway, so why not post it here? ;)

Here's some Salt the Holly fan art for Amanda (and Jess). I owe her for a guest strip she made me this summer, but didn't have time to get this done before now.
