is it allowed on this webcomic hosting website to continue a syndicated comic that has retired? (Calvin and Hobbes for example)

sure. all you need is written permission from the owner of the work (Bill Watterson in this case). Good luck with that.

Just because a comic has "retired" does not mean it's a free entity. Copyright protection last the owner's life plus 25 years I belive.

Actually, thanks for Sonny Bono's widow (yes, even the best democracy has problems...) copyright was extended to life +70 years.
What else could she do? Mickey Mouse was entering the public domain, the poor dear.

I can't really see any valid complaints about a person's copyright being extended further beyond their death than it was before. If a person creates something they should have some security that it will continue to be under the control of people they trust.
