Let's see here:
Artwork
Since the comic is made with paint, i guess i can't really judge the art too harshly. Actually, I would say that it's very well done for a paint comic. Though the backgrounds could have a bit more to them.
Plot/Story
The story is moving along slowly, but progressively. It's pretty funny the way things have turned out for the cast and how things continue to progress. The jokes are often original and pretty funny.
Other
I like what the artist is doing with it so far. I especially like the way he goes from a paint comic to a sprite comic on occasion. It'd be cool to see what he'd do with a proper scanner.
Overall (8/10)

...Great, yet another review for a comic that hasn't updated in six months...Might as well get this over and done with...
Though it's an mspaint comic, the artwork in 'Heathens' isn't actually all that bad, just a bit bland in places. The colours are bright, but not overly garish, it's generally not too hard to tell what's going on, but it's not exactly going to have you coming back to see the pictures. Later on, a canvas texture filter is added to all the pages, which looks nice...in a kind of illogical way.
The premise is a kind of mixture of video-game, music and character humour. The jokes made me smile occasionally, but for the most part it was fairly average webcomic gag strip humour. An odd thing is that though it was made fun of that in sprite form, when speaking to each other, the characters still faced foward, the joke was kind of killed by the fact that the characters face forward when speaking to each other anyway. Too much of the humour relies on the reader knowing something very specific, it often felt like I was expected to interpret the creator's jokes through some kind of clairvoyance.
Though it's not a bad comic, 'Heathens' never really goes into the realm of being particularly interesting or standing out from the endless sea of 'young people who talk about video games and music and live a flat who are a little bit quirky' comics. Everything about it is average. With a few loving pushes to the artwork, an interesting storyarc or two, it could push up to being above average, but since the last update was august...er...Well, you never know.

For an MS Paint comic, the artwork here is pretty darn good. It's nothing astonishing or anything, but it's nice to see that the author spent time trying to make the pages look decent. It would be nice to see more variation in the art in general (i.e. more viewpoints, movement, and some expressions), but it doesn't particularly look like the author'll be back soon...
As for the humor aspect, I'm not so much a fan. It's not terrible or anything, but I didn't really find any of it very funny. I think the ideas for the jokes were decent, but delivery could use a lot of work. More variation in the artwork could make some deliveries easier, as well as just experimenting with wording, and seeing what the funniest way to say the punchline is.
