Well let's see here. This comic suffers from having a rather amature look. The linework looks quite sub-par, and the coloring is incredibly flat. The speech bubbles are also pixleated, leading to a MS-Paint type look. The text used is a nice comic-font type for the titles, but the text used for sound effects doesn't look very good.
Also, for example, on the third page the text looks really pixleated and isn't in a comic font. If you have the comic fonts, why don't you use them?
This comic has all of 3 pages, and I don't find them all that funny. Oh well. Over time you'll improve. This isn't enough to judge much on really.
I recommend shading, gutters between panels, and an all-comic type font.

Oh wow. There are only three comics. This is why I have rules people. But sadly, this comic signed up before I made that rule, so it's in the clear.
ART
Blah. Man is this ever drawn on a computer. Let's see. The perspective on that iceburg doesn't make any sense. There are very few backgrounds. All your characters are alike aside from their hair. It's bizzare how you're not shading your characters, but using a gradient effect. The compostion is decent. But I can tell you're not doing it on purpose. You could really benefit from some gutters between your panels, to make it easier to read.
On the plus side, your color scheme is very pleasing, and does evoke a middle of the arctic ocean feel. The expressions on the retard character are pretty amusing at times as well.
WRITING
First off, non funny. I'm really not digging this narration thing you've got going on. I know that at times a narrator can be used to comedic effect, and I can see you're trying, but the timing is just so bad that it doesn't work. Generally, it is much better to show the audience something than to tell them about it. It's a comic after all, not a book. Also, this fourth wall breaking stuff is pretty bad. Don't do that unless you can do it in a really unexpected or clever way.
Now, about your characters. I really don't like them. I mean, you have an emo character, and a retarded character? Ugh. I see nothing interesting yet, but then again, three comics.
The writing is compitent, but not in any way engaging or funny. All the jokes miss, and miss bad. Practice your timing.

Man is this comic pixelated. Like said before, it looks every amature, the second page, kinda fixes this. Looking sharper and less pixel-y. Of course, there are no gutters. This is the kinda comic where it`s necessary to have gutters. There almost no sense of seperation. Like the third page. I got lost trying to figure out what happened, that could have been funny, only if it was layed out well, and that was not the case there.
The art, well the art. They`re penguins, you can tell that. That`s okay, it is nothing special, and nothing bad. Now the backgrounds, that`s where some help is needed. Yes, there are some nice color choices for the sky and the ice, you get the feeling of cold nicely.
What`s missing is, try to put some clouds once in a while. My god. Looking at just those two colors make this comic seem bland. The font is alright, and like said before, the sound effect fonts look horrible. Miliatry style Yellow? What the hell is that? It does not mix well with dark/light blue. Try Twelve Ton Goldfish or Sushi, those are good fonts to use to show sound effects.

The pixelly thing really didn't get me fired up, it was the fact that the artist wanted a critique with only how many pages? It takes a least a couple weeks for a comic to get through the queue, so the only thing I can imagine is that the comic was put forth for critique with only a page or two! Really! Make some more pages, then try again.
Suggestions:
Vertical panel format rather than horizontal.
Larger (well, bolder, actually) font.
Less pixelation in art and font. What program is being used here? Anyone know?

Don't paint programs double as a scan editor? A couple questions:
Pen or pencil before the scan?
Does your coloring program let you use layers?
What settings do you scan at? B/W? RGB? Grayscale?
To make coloring easier on me, I ink my drawings before scanning. This makes lines bolder and cleaner. I also ink on a clean sheet of paper, tracing from the original with a lightdesk-thingy. I rarely have to clean up a scan because of this. I also scan at around 300 dpi so I can get the detail, and I also scan in grayscale mode, then adjust levels and contrast. If your program has these options, it really helps to use them.
