Yeah, it's not the easiest thing to read comics on DeviantART because you have to click twice to get each page to full size, and even then they're not that large in this case. So I'm mainly gonna critique the art.
THE ART- It needs like....a whole ton of work. EVERYTHING looks completely flat. There's really no grasp of any sort of proportions here. Also the creator uses really corney photoshop effects like the lens flare untastefully. Now from the corney effects I see you have photoshop. So why are you coloring on a singel layer? Because it looks like your lines are pencil lines, you should definitly NOT color on a single layer. Go to Layer>Multiply, and color on a couple of seperate layers under that. Or better yet use a more professional way of coloring from www.neondragonart.com
You do use shadows in your coloring, but they don't look natural because they go straight down the people's bodies. They don't change for folds in clothes or anything, which just makes me think more that the people are paper cut-outs instead of people in a 3d environment. Also the grasp of perspective is...daunting.

Personally, I didn't really like Billy Learns to Rock. The art is terrible (and, well, not even "unique and inadverdently hilarious drawing style" terrible; just... terrible), the writing is off (this isn't even about rock music at all, is it? I know music-related comics, and you, sir, are no music-related comic), and the DeviantArt location subtracts major points from your professionalism. Overall, this comic is the definition of "amateur comic work".
But don't despair! I'm sure that, with a little gumption and a lot of practice, you'll get better soon! Because there's nowhere for you to go but up right now. D

Hey, I know my art isn't good but the story is still in its beginning phases. Do you want the story to start in the middle like issue 35? Yup, it's a long story and there are loads of rock stuff in the future issues to come. The comic is back in DD but still can viewed in DA and Smackjeeves.

This comic does have to do with music. Just wait a bit.
Art critiques:
I think one way for you to get your porportions better is to have a set height for each of your characters.
Example: Billy's sister is half a head taller than Billy.
Jack is two heads taller than Billy's sister. That means that Jack is 2 1/2 heads taller than Billy. Also remember that no matter what humans usally have the same head size compared to each other. It's just that their head may appear big having a smaller body such as a child's head on a child's body. 8) = :D same head size.
Also the breasts of woman are usally lower than the arm pit of the shoulder. They are not right under the neck.
The rest of the art is basically to your style. I don't want to mess with it. I'm not really good at coloring myself so you should ask colorists like Kyupol for help and others.
Story. I like it. I think it's going somewhere and the characters have their distint personalities and wants. Some parts I think are incredibly hilarous and you really have a good sense of writing humor.
People just seem to be overlooking Billy Learns to Rock because of your drawing style don't let it get to you. Inproving takes time and effort just keep at it.
(BTW: Deviant Art isn't good for comic hosting at all. I've already gotten rid of mine there. )

Starting the story off with a bang is a good way to entice readers into something and work on your character development as your characters are going through actions. Most pro comics do this. Watchmen started with a murder. Identity crisis started with a murder. Many post apocoliptic comics start off with a huge explosion. Batman: Under the Hood started with a huge fight. Batman: The Long Halloween started with an intruiging statement. The point is you need something to draw in your readers, or they won't be reading the later stuff where it gets good.

Alright, you haven't improved much at all. Like on this latest page http://www.drunkduck.com/Billy_Learns_To_Rock/index.php?p=88557 the kid's hair looks like a lampshade with spikes on the end. Proportions are all wrong, legs look bad, feet are in the wrong perspective, the clothes don't look like they're folding, the musical instruments don't look the least bit real, and the shadows still make no sense.

You mean... it's NOT a lampshade on his head? I was totally convinced that was a somewhat compitently drawn lampshade and not terribly drawn hair.

Geeeaaahhh.
I'm happy that you're getting a DD, that is alot easyer to read. But, honestly? I don't really enjoy this comic. It's so...eeehh...Bad? No, more like subtley dumb.
The hair is total crap. You have to understand this. THE HAIR IS BAAD.
But with such a cool title, does this really have to be a bad comic? Make it better! Work on your art! Work on your hair!
I mean, seriously, Billy Learns How to Rock? That is the coolest title ever.
But this comic is bad to me.

Do you have a reason why the hair is bad? I bet you looked at only 3 or 4 pages on my comic and made a blind and you didn't bothered to read the entire archive to know why I chose such a hair.
