Create translucance without using paint XP

I have just started making comics and now I have to go into paint XP so I can get all the characters in with a translucent background, but then I have to go into my computers Paint program I am not sure what Gen it is, but I have to type all the work on it so that I can save it as a PNG file.

Regardless, you need something more powerful than the standard MS Paint for that.
