You'd have to make the page itself a flash file with the image and the sound.
i will also like to know you the more

So I give the image a sound FX box like in Microsoft powerpoint only i link the button to the song instead of one of the Sound FX?

No, what atom apple is saying is that if you want music on one page only, you have to make the comic for that one page only an .swf file, not a .jpg or whatever. Because you are using only 1 basic html template for all your comic pages, if you want to limit the music to one comic only, the music has to be embedded in the comic image itself, not in the HTML of the page. If you were to put music code into the HTML of your comic page, the music would play on every single page of your comic.
And that would make your readers hate you.
