I would have to say... Naked Snake/Big Boss. He's saved the world, like the other hundreds of video game heroes, however, he saved OUR world from a catastrophe that theoretically could've happened due to the fragility of the situation in that era(Cold War).
Naked Snake is the best. By far.

Samus isn't wearing a bathing suit. That's an 80's aerobics outfit.
There are quite a number of women who armor/cloth themselves sensibly, and their characters usually benefit from it conceptually and thematically. Bikini armor is so 80's. And spandex is for turning on grandpas.

That's more in Super Metroid and later games. In the original NES version it was basically just underwear.
