For those of you that were not in this last year here is a brief post about the process that goes into this.

A ballot is opened for a bit over 2 weeks where comics can be voted on. Users type the names of the comics into the corresponding fields.
IE: Best Over All Comic - Pinky TA

After the voting has ended the finalists are announced.

This is when the judges are decided. 3 judges are required for each category.
The judges sign up in the judging forum where they will be given their categories to judge.

The 1st year this was all done via PQ and last year the forum system was tried with much greater results. It's really nice to see the action as a coordinator. I can know the pr0gress of the judging in any category ^_^ And it's much better than sending private quacks since 1 person had to be a bridge between the other 2 judges.

After the finalists are announced the presenters are also chosen. This gives the users opportunities to present the awards, draw fun fan art for the finalists, and show off their own skills to all the people that will be looking through the awards at the winners.

Another thing. The finalists can also make an acceptance speech comic page in case they win. I announced this idea kinda late last year so not many were able to jump in on it. I'm hoping more people will try this year =D

Of course it is a bit of a gamble if you don't win. But it's drawing and creativity practice either way, right? And you can still post it on your site and trick your readers into thinking you won :P What they don't know can't hurt them!!!

Do users and readers have to nominate something first or is nominating essentially the same as voting here?

Like if I wanted to nominate Pinky TA (using your example, plus it's a good comic) for an award, would I just make a post saying that in the voting topic that opens up on July 2nd, or are nominating and voting being done through different threads of discussion?

Nominating is the same as voting. The ones with most votes go to a judging panel made of volunteers.

If not that category, maybe I can present "Best Adult-Oriented Comic"...?
