I don't know... Just like Metroid really can't take the title "Best. Game. EVER!", could you really say that Bioshock is the greatest game, ever made, out of all the games that have ever been published?
I don't think this is a question that can be answered, period.
Personal tastes vary too much when it comes to video games. Too many factors play in when people think about what makes a game great.

I agree with Product Placement. You can't name Metroid OR Bioshock as the Citizen Kane of video games. It's really a silly comparison to make and shouldn't be done. Is there a Citizen Kane of music? Of comic books? Of Kool-Aid flavors?

Even if there was, Bioshock would be fairly low on the ladder. Why didn't they investigate Vagrant Story or Planescape: Torment or Pathologic or something? All had far deeper stories than Bioshock.

Bioshock didn't have a "Story" so much as it had a string of random events designed to make you scream "ZOMG WAT TEH FUXX AM HAPPEN FFFFFFFFFF" at your TV.

See, that's exactly why you can't choose a Citizen Kane of video games. You just named a bunch of games I've never played, and they may very well be good games. I just can't think of a single game that 95% of the world thinks is an incredible game... yet. The time may come, though.

In my day, video games gave you three chances to kill about 2000 enemies in one sitting with no pause button. Easy mode meant you got two more lives to throw away on the first boss. You don't know the meaning of hard.
