People submit their website/comic summaries or press releases or what have you, and then other people can take those and do what they want with them on their blogs or other forums- basically, spreading the word. It could be paying it out, or drawing a comic about it, or putting it in their signature, or starting a thread on it, or analysing it, or asking for an interview.
