First off, Capcom and Rockman have English spellings that are commonly used by Capcom even in Japan, so there isn't much reason to confuse people with the conversion of the kana spellings.
Second, the series wasn't as popular in Japan as the more pokemon-loving kid friendly EXE series. While video games frequently are these days, anime series for the most part are not made for a global audience. They are made for a Japanese audience and if they happen to be popular enough, they get bought by a distributor in the US or elsewhere. It probably isn't worth it for Capcom to invest in an animated series simply to advertise a game they don't think people will buy, anyway.
Why did Kapukon not make a Rokkuman Zero Anime? The gameplay is good, its storyline is good. So why not make one?
because only a handful of people really care about it becoming an anime. the game is fine enough as is.
