How do I make it so that my background does not move when I scroll up and down?

Go to the Edit Raw HTML page, and then put this code -

<body background="IMAGE URL" bgproperties="fixed">

Just change "IMAGE URL" to... er... the URL of the background you want to use.

EDIT: Whoops. Forgot to mention you should put that bit of code pretty much anywhere after the <BODY> tag.
