How do I make an animated panel or chapter intro thing? I'm having a LOT of trouble.

I suggest Flash if you can get a hold of it. Contrary to popular belief, you CAN upload flashes as part of your comic.

You can get it one of two ways. Buy it from Adobe. Or steal it. But then again, stealing is bad...

Flash isn't too easy to just pick up and learn. Depending on what you want to do, a gif animator program (many of which are free) may do just as well.
