Basically, the boetheri only listen to him to be polite, they're under no obligation to do what he says.
The elves were so dependant on their magic that without it, they couldn't do much of anything, while the boetheri, who don't like magic much, were more or less able to continue life as normal. So the elves were pretty much at their mercy. The boetheri elders are the true power in this city. Small wonder Agneris is so eager to get magic back.

Amazing! I love the twists and turns in this plot. I've been busy lately and haven't had the chance to read this comic for what seems like YEARS.... In fact, I've been gone so long that I've been forced to change my name. This story though... Is INCREDIBLE! Many thanks, Dragonsong, for lighting up our horizon with the rich colors of this elaborate fantasy world you've made.

To think that the Boetheri might actually be the bad guys in this situation. So much for getting help, they could very well do more harm than good.
