I'm with Spider-Man on this...in fact he's voicing my opinion on this. I'm okay with them casting as Jamie Foxx as Electro. Electro is one of my favorite Spider-Man villains, but I haven't seen Foxx in too many movies, so I don't know if they're a good match or not. Based on what I've heard about his acting, I'm willing to give him a shot.
I'm not one of those fans that hates the idea of changing the race of a character (for the most part...wouldn't want a white Shaft, for instance). I like Samuel L. Jackson as Nick Fury and I was on board with Donald Glover playing Spider-Man. That had more to do with the fact that the guy is muscular, but slim and pretty damn funny. I did end up liking Andrew Garfield, though.
As for Giamatti...I though about it for a few minutes and came to the conclusion Spider-Man did.
The other option would be for him to play the pre-transformation O'Hirn and then they could do the Mark Ruffalo thing with The Hulk. Either way, he could make a good Rhino.

I personally think that only die hard comic fans should be allowed to cast these movies, but then, I'm not familiar with the whole "rhino in a power suite" thing, and Giamotti does play some good bad guys
