Kurach do not fully mature until they are over 20 years old. Well, physically. Many people can verify that sometimes you just don't grow up mentally. ^_~
Given that they usually live over 150 years, I thought it was reasonable to extend their growing stage. Not to the extent of the cicada though. 2-17 years as a worm and then only 4-7 weeks as an adult? If the little bugs never want to grow up, I don't blame them!
