That's part of their problem (the officers, that is), this is so new to them they're not really sure how the whole thing works. That's why Rex got all confused after he beat down Ashtel and he didn't armor down like Coale and Raze. In regards to fatigue, they haven't had enough experience to figure that out, but it's something that I do plan to address.
