Well there isn't really... you just have to govern a country and attempt to take over. Naturally people will resist but if you have enough money you can buy them out or start a war. That's the stupid way to do it. The smart way is to either own or have one of your friends be elected. Provided they're selfless, they'll hand the country over to you by forming alliance or something crazy. "Let's get rid of the border, yay!" ...something like that.

I'd like to know that myself! But actually, I don't know how illegal taking over the world actually is... there must be a way of doing it without breaking a law :-)
